A Biden administration program to offer migrants “humanitarian” commercial flights directly to dozens of US airports has seen supposedly at-risk migrants fly to the United States from some of the world’s wealthiest countries.
According to data obtained by the Center for Immigration Studies (CIS), immigrants arrive by plane from wealthy European countries such as France and Germany and from vacation spots such as the Bahamas and Jamaica under the Biden administration’s CHNV program.
The CHNV program, which allows migrants from Cuba, Haiti, Nicaragua and Venezuela to fly commercially directly to dozens of U.S. airports, launched in 2022 and was created to provide nationals of those countries and their family members a sanctuary in the US for “urgent humanitarian needs.” reasons.”

The program has led to more than 460,000 migrants being flown to the United States, according to the CIS report, and migrants have been released on temporary humanitarian parole for renewable two-year periods and granted work permits. Immigrants are also supposed to use that time to apply for asylum, although the CIS report notes that they are not required to submit an asylum application.
But the list of departure countries used casts doubt on claims that the migrants are in some kind of urgent danger. In addition to Germany and France, immigrants have flown to the United States from Australia, Iceland, Fiji, Greece, Finland, Norway, the Netherlands, Switzerland, Sweden, Italy, Poland, Hungary and the Czech Republic. Other popular vacation spots include the Caribbean, Barbados, Martinique and Saint Lucia. St. Kitts, Nevis, Saint Vincent and the Grenadines.
In total, migrants have been flown to undisclosed U.S. airports from 77 countries, a list that also includes Cuba, Haiti, Nicaragua and Venezuela.

“I would argue that these data are evidence that the parole program is not being used to help aliens flee to safety but, rather, as a secondary immigration system that has not been authorized by Congress.” Elizabeth Jacobs, director of regulatory affairs at the Center for Immigration Studies, said of the findings. “The Biden administration is likely to be granting parole to foreigners who are already ‘firmly resettled’ in safe and orderly countries but who are nonetheless benefiting under the guise of urgent humanitarian reasons or significant public benefit.”
However, the administration has defended the program as a humanitarian success and also argued that there is a “significant public benefit” from the program, noting that the flights make migrants less likely to attempt to cross at the southern border.
But CIS notes that some of the departure countries question whether a migrant would have shown up at the US border if not for the program, arguing instead that the migrants may have already resettled in other, safer countries. , but then they chose to go to the United States.

“This information suggests that these people are firmly resettled and if they need to seek protection, then they can seek it in the countries in which they live,” Andrew Arthur, a CIS member and former immigration judge, said of the data. “If they come from anywhere other than Cuba, Haiti, Nicaragua and Venezuela, they are simply trafficking from the third country they come from. This literally has nothing to do with asylum applications or anything else.”
